ARRESTS MADE IN UNLAWFUL INSPECTIONS OF 18-WHEELERS

Investigators with Constable Mark Herman’s Emissions Task Force Unit and Agents with Texas
Department of Public Safety conducted an investigation on the Truck Trailer Inspection, located in the 700
block of Pearl Street, Houston, Texas. This location is a licensed State vehicle inspection station allegedly
conducting unlawful inspections on “semi-trucks”. The Texas Department of Public Safety Records reflects
that over a one year period numerous heavy duty safety inspections were unlawfully conducted at this
location.
Over a two day period, Constable Herman’s Investigators conducted a surveillance operation at the business. It
was discovered that employees, Aaron Wiggins, Joe Wiggins, and Steven Ball failed to conduct State
mandated safety inspections on several “semi-trucks” during that time period.
As a result, Precinct 4 Investigators filed two counts of Tampering with a Governmental Record on all three
suspects. Aaron Wiggins, Joe Wiggins, and Steven Ball were arrested and booked into the Harris County Jail.
They received No Bond out of the 209th District Court.
“This type of criminal activity affords the opportunity for unsafe vehicles to be driven on a public roadway
due to not meeting the minimum safety standards. Illicit money gained from these types of activities is often
used to fund other criminal activities.”- Constable Mark Herman
