Just before noon on Tuesday Splendora police and fire responded to a reported major accident on US59 southbound over East River. There were no injuries. A Dodge pickup was southbound pulling a pop-up travel trailer when he struck the cushion barrels just before a concrete wall separating the main lanes from the construction area. When Splendora Fire Department arrived on the scene they found two propane bottles from the camper leaking. The freeway was closed for over an hour as the accident was cleared and the barrels were replaced.
During the closure traffic began to build on the feeder which narrows down to one land just before FM2090. Drivers could be seen just south of East River cutting across the new grassy median to get back on the freeway. At one point a DPS Patrol car followed one across. This is a very dangerous situation on most accidents as in some cases emergency vehicles are actually counter flowing on the lane to get to the scene.
545.063. DRIVING ON DIVIDED HIGHWAY. (a) On a highway having two or more roadways separated by a space, physical barrier, or clearly indicated dividing section constructed to impede vehicular traffic, an operator shall drive on the right roadway unless directed or permitted to use another roadway by an official traffic-control device or police officer.
(b) An operator may not drive over, across, or in a dividing space, physical barrier, or section constructed to impede vehicular traffic except:
(1) through an opening in the physical barrier or dividing section or space; or
(2) at a crossover or intersection established by a public authority.
