On December 15th, 2016, Constable Mark Herman’s Office responded to the 16400 block of Eton Brook, in North Harris County, in reference to a welfare check. Deputies were advised of a possible family disturbance where one party had been drinking and was threatening to harm himself.

Upon deputies arrival Marquis Plummer became belligerent and refused to cooperate with the deputies. Deputies discovered Plummer previously had a license to carry a handgun and when asked if he had a weapon on his person, he became more agitated. Due to the nature of the call and Plummer’s demeanor deputies attempted to place Plummer in temporary restraints in order to safely check him for weapons. Plummer pulled away from deputies, failing to comply. Plummer was placed on the ground and deputies were able to safely restrain Plummer.

“Plummer was arrested, charged with Interference with Public Duties, and booked into the Harris County jail. His bond was set at $2,500.00 out of County Court #10. – Precinct 4 Constable Mark Herman
