Elmer Rolando Manzano-Martinez was born on November 5, 1968, in El Salvador. He entered the United States illegally on May 5, 1989, when he encountered the Border Patrol in Brownsville and then released it with a future immigration court date. Once it came to court his appearance was transferred from Port Isabel to Dallas on June 6, 1989. On January 12, 1991, at that hearing, the Immigration Judge granted him Temporary Protective Status. His status was effective from October 28, 1991, until December 20, 2000. For almost the past 20-years that status has not been updated and he is in the United States Illegally. On May 17, 2001, he was arrested for felony assault family violence, and then on December 6, 2002, he was arrested for evading arrest with a motor vehicle and sentenced to 120 days in the Harris County Jail both cases running concurrently. In 2002 he also had an assault case filed on him in Dallas County. On Tuesday afternoon US Immigration placed a no-bond hold on Manzano.
