METCALF FILES BILLS TO ASSIST IN THE FUTURE FUNDING OF TRANSPORTATION INFRASTRUCTURE PROJECTS

AUSTIN – Today, Representative Will Metcalf filed House Joint Resolution 53 and House Bill 469 to constitutionally dedicate the current state vehicle sales tax to the State Highway Fund.
“With unparalleled population growth, Texans can only expect an increased burden on our highways,” Representative Metcalf said. “The state of our highway systems shows that our current funding method falls short and will not meet Texas’ future infrastructure needs. We need long term solutions, not short term fixes.”
HJR 53 and HB 469 will deposit the net revenue from the vehicle sales tax into the State Highway Fund, rather than the General Revenue Fund. In the first biennium of the program, only 10% of the funds will be available for transfer. The allocation will continue to increase by 10% each biennium until the tenth, when 100% of the vehicle sales tax is being deposited into the State Highway Fund.
“This bill is common sense approach to a funding problem in our government. We need more truth in taxation such as this throughout all forms of government. The sales tax that anyone pays when they purchase a vehicle, should go to pay for the roads and infrastructure that they use with that vehicle on” Representative Metcalf said. If HJR 53 and its enabling legislation, HB 469, are both passed during the 84th Regular Legislative Session, this initiative will be added to the November ballot as a constitutional amendment.
“The ultimate decision will be left in the capable hands of the citizens of Texas,” said Representative Metcalf.

Biography:
Will Metcalf is a sixth generation Texan and has roots in Montgomery County dating back to 1847. Will was born in Conroe and is a product of the Conroe Independent School District. He went on to attend Sam Houston State University, where he earned a Bachelor of Science degree in criminal justice. Metcalf currently serves as the Vice President & Director of Business Development at Spirit of Texas Bank. Will and his wife Megan have been married for six years, and they are the proud parents of three-year-old twin girls.
