Montgomery County Pct 4 Constable Kenneth “Rowdy” Hayden reports the following events for the period between February 15, 2011 and February 22, 2011:

Montgomery County Constable Pct. 4 Deputies served 56 civil papers with 18 evictions and 2 writs throughout East Montgomery County. Numerous suspects were arrested, clearing 31 JP4 warrants and 1 Montgomery County warrant, and 1 Cass County warrant.

No Driver’s License, No Insurance, No Way!

9 vehicles were towed in Precinct 4 because drivers had no license and/or no insurance, 7 were towed because the drivers were arrested and 3 were towed for other reasons.

Neighborhood Patrol

OLIVER,CODY GONZALES,ALICIA Cody Michael Oliver, 24, and Alicia Anne Gonzales, 18, both of Livingston are charged with Manufacture/Delivery of a Controlled Substance (F1). Around 4:30 a.m. on February 18, Deputy J. Bergland acted on a tip regarding the sale of methamphetamine from a room in the Best Western Motel on Hwy 59 in New Caney. Upon arrival he received consent to search from the rooms occupants and found a large amount of methamphetamine and related paraphernalia hidden in personal items and under a mattress, both connected with Oliver and Gonzales.


EMMONS,JOHN John Wesley Emmons, 39, of New Caney is charged with Driving While Intoxicated With a Child under 15 (SJF). Around 8 p.m. on February 18, Deputy E. Rivera heard an “attempt to locate” dispatch regarding a reckless driver on FM 1485 near Hwy 59. The deputy found the vehicle at a convenience store near that intersection with the driver inside, apparently passed out with the vehicle still running, holding a pint of alcohol in his right hand. Emmons’ 6-year-old son was also in the vehicle. While in Pct. 4 custody, Emmons stated the arrest was his seventh for DWI and that he is currently on probation for that offense.

Agustin Salinas-Vega, 29 of New Caney is charged with Driving While Intoxicated (M/B). On February 20, motorists reported Salinas-Vega traveling northbound on Hwy 59 at speeds approaching 100 miles per hour which caused dispatchers to air an “attempt to locate.” Deputies J. Chapa and R. Ford located the vehicle, which exited westbound on FM 1485. After witnessing reckless driving, Deputy Chapa stopped the vehicle. The driver was found to be intoxicated and placed under arrest around 11 a.m.

David John Allen, 54, of Kingwood is charged with Public Intoxication. Around 8 p.m. on February 20, Deputy B. Boudreaux heard a “Be On the Look Out” dispatch regarding a blue Ford F150 pickup in the vicinity of an Italian restaurant on Northpark Drive. Deputy Boudreaux found Allen intoxicated and standing by his truck in the parking lot showing obvious signs of impairment. Allen admitted he consumed alcohol.

Jean Antoinette Johnson, 37, of Rosenburg is charged with Possession of a Controlled Substance (SJF); Possession of a Controlled Substance (M/A) and Fictitious/Counterfeit Inspection Document For Display (M/B). Deputy R. Ford arrested Johnson around 1 a.m. on February 16 when a routine traffic stop revealed a counterfeit inspection sticker and she was in possession of Hydrocodone and Oxycontin.

Paula Jeanette Steiner, 37, of Cleveland is charged with Possession of a Controlled Substance (F3). Deputy J. Bergland stopped Steiner for a traffic violation near the intersection of Almarie Dr. and Doriston Drive in New Caney just after midnight on February 17 and found her in possession of methamphetamine.

Noah Alexander Obregon, 23, of Arkansas is charged with Possession of Marijuana (M/A). Deputy J. Chapa stopped Obregon because of a broken taillight and found him in possession of 3 ounces of marijuana.
