On Wednesday, the Montgomery County ICAC (Internet Crimes against Children) Task Force arrested 25-year-old Elisa Joyce Hill of Houston on multiple felony charges including second-degree felony Attempted Aggravated Sexual Assault of a Child and four counts of third-degree felony Possession of Child Pornography.
The investigation was conducted by a detective with the Precinct 1 Constable’s Office who is assigned to the ICAC Task Force. The intended victim was a 12-year-old boy. The online investigation was conducted for several days before the suspect was arrested and placed in the Montgomery County jail.
Hill remains held with bond set at a total of $150,000.
On January 17, the same Pct. 1 Detective conducted an online investigation and arrested 31-year-old James Thomas Cepak, who arranged to meet with a woman to have sex with her 8-year-old daughter. Cepak was arrested for second-degree felony Attempted Aggravated Assault of a Child, and four counts of third-degree felony Promotion of Child Pornography. This suspect had prior convictions and has served prison time for similar offenses in Minnesota and Michigan.
