PRECINCT ONE CONSTABLE FACILITATE CANADIAN ARREST OF CHILD PORN SUSPECT

On June 3, 2019, the Precinct 1 Constable’s Office Detective assigned to the Internet Crimes Against Children’s (ICAC) Task Force, at the Montgomery County District Attorneys Office was working in an undercover capacity in an internet chat room. There he received an internet post from an individual identified in the chat room. The detective continued the conversation with this induvial, who then sent the undercover Detective inappropriate images of an underage child. The undercover detective continued to chat with the suspect where the detective soon realized he may have a “live victim”. A live victim is a child who is in an abusive situation or is currently being victimized.
The detective in an attempt to identify the person he was in contact with, subpoenaed internet services provider records and found the Internet Protocol (IP) address of the individual that he had been chatting with was not located in this country but located in Canada. The Precinct 1 Detective then contacted the Department of Homeland Security, who is a partner in the ICAC Task Force and advised them of the above facts. Based on this information, the Department of Homeland Security contacted the Halton Regional Police Service in Ontario Canada and facilitated the secure transmission of this information to their agency.
Based on this information, an Investigators with the Halton Regional Police Service in Ontario, Canada was able to obtain a search warrant for the suspect’s residence. A sequent search of the residence was conducted and the suspect was arrested and taken to the Haltom Police Department, Ontario, Canada, without incident.
