PROBATION IN HARRIS AND GALVESTON COUNTIES FOR 4 DWI’S -MONTGOMERY COUNTY JUDGE NO BONDS HIM ON HIS 5TH DWI

Friday morning Montgomery County Precinct 3 Constables stopped a vehicle in the 1500 block of Rayford Road after leaving Exit 73 Bar. The driver, identified as  Richard Enrique Conerly, 45, of 27807 Aleppo Grove in Spring was not able to maintain a single lane. The driver appeared to be impaired.  After the field sobriety test, he refused a blood test. A warrant was signed by a Judge and blood was taken. He was then arrested for DWI 3rd or more and placed in the Montgomery County Jail with no bond. This was Conerly’s first DWI in Montgomery County however, Conerly has a long history with the law in the past and always got away with a slap on the hand.  On October 11, 2000, he was arrested in Galveston County for driving while intoxicated and given 6-months probation. Then on October 19, 2005, he was arrested by Webster Police for manufacture and delivery of 1 to 4 grams and given 4-years probation. Then on June 17, 2007, he was arrested by DPS for DWI and given 1-year probation in Galveston County. On December 1, 2012, he was arrested by Houston Police and charged with DWI 2nd, even though it was his third DWI for which he was given 2-years probation.  Then on October 26, 2015, he was again arrested on a drug charge by Harris County Sheriff’s Office and again got 2-years deferred probation. On April 14, 2018, he was arrested by Harris County Precinct 5 Constables and charged with DWI 3rd or more. For that, his attorney and Former Harris County District Judge Jim Barr was able to get him  4-years probation in Harris County Judge Jim Wallace Court which combined the probation he was already on. He was also ordered to install an interlock system in his vehicle.  When he was arrested Friday he was driving his father’s vehicle as his father was out of town. That vehicle did not have an interlock system installed. His driver’s license was also suspended and had filed for an occupational driver’s license in December.
