On Friday, November 25, 2016, at approximately 2:30 AM, Montgomery County Sheriff’s
Office Major Crimes Units and Montgomery County Sheriff’s Office Crime Scene Investigators
were called to assist the Shenandoah Police Department involving a shooting investigation at the
America Best Value Inn & Suites located in the 19500 block of Interstate 45, in Shenandoah,
It was discovered that a Ryan Ray Moore had called into “911” stating that a female on location
had possibly committed suicide. Upon law enforcement arrival, a deceased female, identified as
19 year old Hayley Farr, was discovered in a room with an apparent gunshot wound. During the
initial investigation at the scene, it was determined that a handgun from the scene had been
removed from the room. Investigators were able to determine the handgun had been removed
from the room by 22 year old Brandan Douglas Rains, prior to law enforcement arrival. Mr.
Rains was later arrested and charged with tampering with physical evidence.
The Montgomery County Sheriff’s Office Major Crimes Unit continued the investigation into the
death of Hayley Farr. As a result of the investigation, it was determined the gunshot wound that
resulted in the death of Hayley Farr was not self-inflicted. Additionally as a result of the
investigation, probable cause was established to charge the suspect, Ryan Ray Moore (date of
birth 06/22/1994), with the murder of Hayley Farr. Mr. Moore is currently housed at the
Montgomery County Jail.
