Miki Suzanne Ellis, 52, of Navasota, pled guilty to Theft $30,000 to $150,000 by a Public Servant and Tampering with Physical Evidence and was sentenced on Monday, December 1, 2025, to 10 years in prison on each charge. In addition to the prison time, Ellis will
be responsible for restitution to the Waller-Harris Emergency Services District 200 in the amount of $1,769.23 and $30.379.53 to the ESD’s insurance carrier. Judge Gary W. Chaney presided over the plea, while Criminal Assistant District Attorneys Brent A. Huffman and Lauren Haevischer represented the State. Houston-area attorney Robert Cardenas represented the defendant. Ellis had been a bookkeeper for the ESD for years and, during her employment, stole thousands of dollars from the ESD and the taxpayers of Waller County. Ellis had access to all of the ESD’s bank accounts, credit cards, and financial information of the ESD and used these financial resources for her personal gain.
After the sentence, Waller County Criminal District Attorney Sean Whittmore commented on the case. “Waller County should not and does not tolerate this corrupt behavior from those who are trusted to represent the financial interests of the citizens of this County. Ellis’ behavior, and anyone who seeks to mimic it, will be held accountable.”
