Stephon Kelly age 46, an electrician of Alexandria, Louisiana is going to be late for his nieces birthday party tonight. As he drove north on US 59 he almost made it out of Montgomery County. That was until he topped the hill where Precinct 4 Deputy Constable Juan Chapa was running radar. He was stopped at Fostoria Road. When Deputy Chapa confronted him nothing seemed to add up. He rented the car at 9 a.m. Monday morning in Alexandria. He then said he drove to Houston to drop someone off at Hobby Airport at 1 p.m. He then said he was driving back to Alexandria. over 250 miles by going up 59. But how he made it to Hobby in 4 hours but then said he stopped to eat and left immediately to head back by way of US 59 again.
The stop took place at 4:45 p.m. and for a birthday party for a small niece at 9 p.m. at night did not seem right. Chapa was granted permission to search the vehicle. As he did he found several gifts wrapped in Birthday wrap complete with a red bow. He then asked if he could open it at which point Kelly became nervous and said no.
Not realizing that Chapa was a K-9 Unit, Chapa deployed “Porter” on the vehicle. He thought it was his birthday as he was wanting to open the birthday gift so badly that he scratched and chewed at it. After a consultation with the District Attorney’s office Chapa opened the package and was greeted with white powder falling out.
Thinking it was cocaine at first he detained Kelly and then searched the package. It turned out to be 10 pounds of marijuana covered in talcum powder.
Kelly was arrested and taken to the Precinct 4 Office in New Caney before his final trip to jail.
Constable Rowdy Hayden said he was proud of both Deputy Chapa going the extra mile taking a speeders story apart and turning a traffic stop into the removal of 10 more pounds of drugs off the streets. He was also proud of “Porter” and his keen detection skills.
