A MESSAGE FROM A CLEVELAND RESIDENT FOR A LOCAL FULL SCALE HOSPITAL

This is for the expansion of Dr. Diagnostic Hospital in Cleveland. The whole idea was to build t…he main part of the hospital, which only included 3 rooms initially, then to add wings of rooms after completion, which also would have coincided with the opening of the 105 bypass, for easier access. Then here came ObamaCare with some sort of incidental provision that kept the wings of rooms from being added, due to the fact that it is owned by Doctors, and not a heartless corporation. I’ve been treated there and it is great, what little they have. It has the potential of being on par with Kingwood, if the rooms could be added. And it would mean approximately 100-150 badly needed new jobs in the Cleveland area. The law as written after ObamaCare passed…..which was AFTER construction of the main hospital, but BEFORE the wings of rooms could be built. “Under section 1877(i) of the Social Security Act (the Act), a physician-owned hospital is effectively prohibited from expanding facility capacity, unless the Secretary grants the hospital’s request for an exception to that prohibition after considering input on the hospital’s request from individuals and entities in the community where the hospital is located.]

The Centers for Medicare & Medicaid Services (CMS) has received a request from a physician-owned hospital for an exception to the prohibition against expansion of facility capacity. This notice solicits comments on the request from individuals and entities in the community in which the physician-owned hospital is located. Community input may inform our determination regarding whether the requesting hospital qualifies for an exception to the prohibition against expansion of facility capacity.

On November 30, 2011, we published a final rule in the Federal Register(76 FR 74122, 74517 through 74525) that, among other things, finalized ยง 411.362(c), which specified the process for submitting, commenting on, and reviewing a request for an exception to the prohibition on expansion of facility capacity.” Feel free to copy and paste this in the comments section, or make your own. **************** Dear Sir The above petition to the attention of CMS 1615-NC is in support of the Cleveland Imaging and Surgical Hospital expansion. This hospital is in urgent need of inpatient hospital bed expansion, due to the community hospital, Cleveland Regional Hospital, has lost all capabilities to have inpatient services and patients have to drive 30 to 40 minutes to another town to access basic hospital needs and services. The hospitals of the nearest towns are overwhelmed with the increased number of patients and are unable to provide quality care for these people. Your approval would affect the needs of a population of over 85000 people located in rural Liberty County. The residents of this county are in need of basic and emergency health care services. The expansion of this hospital would greatly improve the lives of these people. The accompanying signatures are in support of this petition.
