On July 19, 2018 deputies with Constable Mark Herman’s Office responded to the 14500 block of Ella Boulevard in reference to a possible kidnapping. Upon deputies arriving witnesses advised Constables that they received text messages from the victim stating that she had been kidnapped by a male and female suspect.
With the assistance of the Houston Police Department, Constable Deputies began a thorough investigation and searched for possible areas the suspects could have taken the victim. After hours of searching, Deputies were able to locate the victim at a business parking lot far from the original scene in the city of Houston.
The victim told investigators earlier she came home and found the suspects Latoya Phillips and Denzel Carr had made forced entry into her residence and were in the process of stealing property. Latoya Phillips pointed a handgun at the victim and ordered her to step out of the residence and get into their vehicle. In fear for her life, the victim did as she was told. While in the vehicle, the victim advised that Denzel Carr then threatened her with a handgun and demanded her to drop criminal charges against his sister Latoya Phillips from a previous Aggravated Robbery case worked by the Precinct 4 Constable’s office.
After hours of driving around and assaulting the victim, the suspects eventually abandoned the victim in a parking lot in the city of Houston. Minutes later Constables and HPD officers recovered the victim who had been beaten by the suspects. The victim was transported to a local hospital for treatment to her injuries.
“Latoya Phillips and Denzel Carr are currently wanted for Aggravated Kidnapping and Aggravated Assault with a Deadly Weapon. They both received No Bond out of the 208th District Court. If you have any information regarding their whereabouts, you are urged to call our dispatch or your local law enforcement.” – Constable Mark Herman
