“The Texas public school finance system is highly driven by property tax values and related property tax receipts. School taxes account for 46% of the average property tax bill. The entire funding system is designed to encourage districts to tax as high as possible in an effort to avoid losing state dollars. The state of Texas also requires appraisal districts to appraise values as high as possible in order to maximize values. The state of Texas has been using these increases in appraisal values to decrease the state’s share in public education funding, thus shifting the burden to our local property owners in the counties.”
