CONROE POLICE MAKE MULTIPLE ARRESTS IN HIT AND RUN FATAL CRASH INCLUDING A PASTOR

On Sunday, November 9, 2025, around 7:04 pm, Conroe Police Officers responded to a major crash involving a pedestrian in the area of the 200 block of North Loop 336 East. When officers arrived, they found a deceased adult male lying in the main lanes of North Loop 336 East. The male was later identified as Brett Wilborn, 46 years of age. Officers found that he had been hit twice, first by a dark colored sport utility vehicle that had fled the scene, and then by a second vehicle that stayed on scene and called 911.
The Conroe Police Traffic Incident Reconstruction Unit responded to the scene and, with
support from Patrol, Crime Scene, and the District Attorney’s Office, began gathering
information and evidence to help identify the vehicle that initially struck the pedestrian and
fled the scene. Through a coordinated and exhaustive effort across multiple CPD units and partnering agencies, including key support from the MCSO Real Time Crime Center, the suspect vehicle was successfully identified.
On Friday, November 21, members of the Traffic Incident Reconstruction Unit, Patrol Division, and the District Attorney’s Office located the driver and passengers involved at a residence in the 600 block of Phyllis Court. Consent was granted to enter the property, and the suspect vehicle, a 2017 burgundy Chevrolet Suburban, was found inside a closed garage. Multiple individuals and witnesses were taken to the Conroe Police Department for interviews. The investigation resulted in the arrest of the following persons, along with their charges:
• Driver: Stephan Santeli Castro, 35 — Fail to Stop and Render Aid
• Passenger: Angelica Flores, 61 — Failure to Report a Felony
During the investigation, the Traffic Incident Reconstruction Unit identified Pastor Juan Murillo Wilson, 34, the pastor of the previously arrested suspects, as having helped conceal the suspect vehicle. On November 24th, Wilson was located, detained, and interviewed at the Conroe Police Department. He was subsequently arrested for tampering with physical evidence. This case showcases the collective dedication and coordinated hard work of all involved personnel, whose efforts were instrumental in identifying the suspects and bringing them to justice. The Conroe Police Department remains committed to providing closure to the Wilborn family affected by this tragic incident. Chief Jon C. Buckholtz and the Conroe Police Department extend their condolences to the family and friends of Mr. Wilborn. This investigation remains ongoing, and no further details will be released at this time.
