During January 20-21, 2016 Investigators with Harris County Constable Mark Herman’s office, and investigators with the Harris County Constable’s Office Precinct 1 conducted an undercover operation in north Harris County. The undercover police operation was in response to continued outcries from the community regarding a high level of prostitution in close proximity to schools and day care centers.
The purpose of this operation was to curtail prostitution by not only targeting the prostitutes on the streets, but more importantly the “johns” who solicit sex for money. During these types of operations, our goal is always to seek out and rescue potential victims of Human Trafficking and arrest those who
prey on these victims.
Undercover investigators posing as male “Johns” were able to solicit sex for money from the prostitutes on the street. During the course of the same investigation, female undercover investigators posing as street prostitutes were able to make criminal cases on several males trying to purchase sex or sex related acts. Focusing law enforcement resources on sex buyers reduces demand for prostitution, which strangles the sex industry and more importantly curbs human trafficking. The male sex buyers are all different ages, races and come from different back grounds.
As a result of the investigation, nineteen (19) individuals were arrested and charged with Prostitution or Soliciting Prostitution and 1 DWI warrant was cleared.
“The businesses and citizens of north Harris County, which lies within the Precinct Four boundaries, especially along the FM 1960 corridor have made it clear that they refuse to idly stand by, and allow their communities to deteriorate to the point where street level prostitution is openly displayed and acted out on a daily basis.”
