Harris County, TX- On October 21, deputies with Pct. 4 Constable Mark Herman’s Office responded to a minor crash in the 11200 block of Louetta Road. Upon making contact with the driver, Cesar Romero, deputies noticed several indicators of intoxication. Romero admitted to consuming alcohol but refused to perform standardized field sobriety tests.
