HARRIS COUNTY, TX- On December 20, a Sergeant with Pct. 4 Constable Mark Herman’s Office responded to a stolen vehicle call at Houston Premium Outlet Mall in the 29300 block of Hwy 290, the Houston Premium Outlet Mall where a Flock license plate reader alerted on a stolen read.
Deputies quickly located the vehicle leaving the parking lot and conducted a traffic stop. The driver, 48-year-old Cesar Mosquera, Is a convicted felon with an extensive criminal history. A search of the vehicle yielded fictitious driver licenses, which were used to open credit card accounts to purchase over $15,000 worth of jewelry at the outlet mall.
“Cesar Mosquera was arrested and booked into the Harris County Jail, for Unauthorized Use Motor Vehicle and Fraudulent Use of ID. His total bond was set at $25,000 out of the 248th District Court,” Constable Mark Herman said.
