HARRIS COUNTY, TX- On Tuesday, Deputies with Pct. 4 Constable Mark Herman’s office conducted a traffic stop on a vehicle in the 14400 block of Schroeder Road. The driver became argumentative, refused to comply with verbal commands, and verbally threatened to physically assault deputies on scene. She was safely detained and identified as 57-year-old Kelly Stout.
“Kelly Stout was arrested and booked into the Harris County Jail, charged with Terroristic Threat. Her bond and court information have not been set at this time,” Constable Mark Herman said.
