HARRIS COUNTY, TX- On Wednesday, Deputies with Pct. 4 Constable Mark Herman’s Office responded to the Sam’s Club on E. Richey Road to assist a Deputy who was in a physical altercation with a theft suspect. Two men were allegedly seen using the self-checkout and scanning multiple credit cards. One of the men reportedly became physical after the Deputy approached them trying to initiate communication. The men reportedly resisted, and one suspect allegedly punched the Deputy in the face with his fist, causing visible injury. Upon deputies arriving, investigation revealed that two male suspects were scanning multiple credit cards in the self-checkout.
The assault suspect, 29-year-old Florin Tomscu, was safely detained. Meanwhile, the second man ran into the nearby woods.
A police perimeter was set, and thanks to the hard work of K-9 Constable R.E. Moore the second man, 29-year-old Stefan Stan, was quickly apprehended. Further investigation revealed the men were allegedly using cloned Visa gift cards containing fraudulent EBT information to purchase 103 cases of Red Bull Energy Drinks, with a purchase value of $5,739.89.
“Both suspects were arrested and booked into the Harris County Jail. Florin Tomscu was charged with Assault on a Peace Officer and received a $5,000 bond out of the 482nd District Court. Stefan Stan was charged with Evading Arrest. His bond was set at $100 out of County Court 15. Additional charges for Credit Card abuse may be filed at a later time, pending further investigation,” Constable Mark Herman said.
