Couple Sentenced to Decades in Prison for Severe Starvation and Physical Abuse of 12 Year-Old Boy

Troy Hall pled guilty and was sentenced to 45 years in prison by Judge Phil Grant in the 9th District Court following a plea agreement for abusing and starving the 12-year-old son of his girlfriend, Angela Cassidy. Previously, on September 4, 2020, Angela Cassidy, without a plea agreement, was sentenced to 40 years in prison by Judge Grant for her involvement in the abuse and starvation of her son. Both Hall and Cassidy were charged with the first-degree felony offense of Injury to a Child, which carries a range of punishment of five years to life in prison.

On Wednesday, May 15, 2019, Cassidy’s 12-year-old son escaped from the RV trailer, where he was being held. The child ran to a neighboring home. The child told the neighbor that Troy Hall choked him, tied him up, beat him with paint sticks, made him wear diapers, handcuffed him, and refused to feed him. The child was emaciated, weighed only 50 pounds, and had a diaper taped to his body with packing tape. The child also had a bandage covering a large wound on his wrist. The neighbor immediately gave the child food and called 911. EMTs with the Montgomery County Hospital District arrived and transported the child to Texas Children’s Hospital where he was treated for his injuries and malnourishment. With proper care, the child quickly began to gain weight. Acting quickly, law enforcement arrested Hall the same day the child escaped.

During the investigation of the case, detectives with the Montgomery County Sheriff’s Office found evidence that Angela Cassidy was taking her son to clinics and lying to doctors to cover up the abuse. They also determined that Cassidy had numerous opportunities to alert someone, but failed to do so. Cassidy had not enrolled her son in school for two years and allowed him to endure this torture and abuse behind closed doors.

Hall and Cassidy will not be eligible for parole until they have served at least half of their sentences.

The case was prosecuted by Assistant District Attorney Brittany Hansford with the Montgomery County District Attorney’s Office Special Victims Division. The case was investigated by Detective Daniel Garner with the Montgomery County Sheriff’s Office.

This child did not deserve to go through this horrific abuse, but because of these sentences, the defendants can never hurt him or any other child ever again.”
