HARRIS COUNTY, TX– A bizarre and dangerous situation unfolded on Thursday, when Deputies with Pct. 4 Constable Mark Herman’s Office responded to reports of a stalled vehicle obstructing traffic in the 27900 block of the Hardy Toll Road.

Deputies arrived to find a naked man sitting in the driver’s seat of the disabled vehicle. The suspect was identified as 52-year-old Omar Moreno.

Further investigation revealed the vehicle was recently reported stolen to the Houston Police Department. Deputies recovered the vehicle at the scene and ensured it would be returned to its rightful owner.

“Omar Moreno was arrested and booked into the Harris County Jail, charged with Unauthorized Use of a Motor Vehicle,” Constable Herman said. “His bond was set at $15,000 out of the 230th District Court.”

No injuries were reported, and Deputies safely cleared the vehicle from the roadway. The incident remains under investigation.
