Four Arrested in Organized Construction Theft Ring Operating Across Montgomery County

MONTGOMERY COUNTY, TX- A monthslong investigation into a string of construction material thefts across Montgomery County resulted in the arrest of four suspects, thanks to coordinated efforts by the Montgomery County Sheriff’s Office Crime Reduction Unit (CRU) and Detectives from the East and South Property Crimes Divisions.

According to Investigators, the thefts were carried out by a highly organized and covert group using multiple vehicles—including designated “spotter” cars that acted as lookouts and intentionally drove recklessly to distract law enforcement while thefts were underway. Two primary suspect vehicles were identified as being used to transport the stolen goods, primarily construction materials.

Through extensive surveillance operations, CRU deputies were able to track the suspects and identify several businesses in Harris County that had been purchasing the stolen materials.

In the early morning hours of April 22, Deputies saw the suspects enter Montgomery County and target a home in the Mavera neighborhood near SH 242 and FM 1314. Approximately $3,500 worth of Hardi plank siding and trim was stolen from a residence in the 17000 block of Juniper Blossom Bend.

As the suspects attempted to leave the scene, CRU and marked patrol units swiftly moved in. Both the spotter vehicle and the van loaded with stolen materials were intercepted and stopped. Four men were arrested and charged with Burglary of a Building. The suspects have been identified as:

  • Adair Texis, 24

  • Darry Reyes, 20

  • Jesus Penaloza, 23

  • Lazaro Rondon, 42

All four individuals are residents of Houston, TX.

During post-arrest interviews, the suspects confessed to involvement in multiple other thefts involving construction materials and appliances throughout Montgomery County. The investigation is ongoing, and authorities indicate that additional charges are likely.

“This case is a strong example of the results we can achieve through collaboration and proactive investigative work,” Montgomery County Sheriff Wesley Doolittle’s Office said in a statement. “We remain committed to protecting our community and holding organized criminal groups accountable.”
