HARRIS COUNTY PRECINCT 4 ARRESTS STATE INSPECTOR AFTER 502 FRAUDULENT INSPECTIONS

On January 27, 2017 the Harris County Pct. 4 Constable’s Emissions Task Force Unit executed two felony arrest warrants at Cash Muffler Systems located at the at the 7600 block of the Gulf Freeway Houston, Texas 77017. This location is a State licensed vehicle inspection station and was allegedly conducting numerous fraudulent vehicle inspections using a procedure called “clean scanning”. The suspect was observed conducting unlawful inspections by bypassing the emissions and safety portions of the state mandated vehicle inspection. One employee was arrested and charged with two counts of a 2nd Degree Felony, Tampering with a Government Record.
“The suspect completed 502 fraudulent inspections within a six month period. This type of criminal activity contributes to health threatening pollution. In addition, it affords the opportunity for unsafe vehicles to be driven on a public roadway due to not meeting the minimum safety standards.” – Precinct 4 Constable Mark Herman
The Emissions Task Force Unit was created as a result of grant funding made available to Harris County from the Texas Commission on Environmental Quality Local Initiative Project.
