LOCATION:      800 N. Sam Houston Parkway E.

DEFENDANT:   Gallegos, Juan / Age 36 / Houston, Texas / County Court 012 / Bond $ 1000

Details: On January 27th, 2016, at approximately 9:52 pm Deputy S. Carrillo with Precinct Four Constable Mark Herman’s Office conducted a traffic stop on a vehicle in the 800 block of the N. Sam Houston Parkway E. Upon making contact with the driver/defendant, Juan Gallegos, Dep. Carrillo could smell a strong odor of alcohol emitting from Gallegos breath. Further investigation by Dep. Carrillo revealed that Gallegos was intoxicated. Gallegos was arrested, charged with Driving While Intoxicated, and booked into the Harris County Jail.

DEFENDANT:   Recasner, Tyrone / Age 54 / Houston, Texas / County Court 014 / Bond $ 500

Details: On January 30th, 2016, at approximately 2:14am Deputy L. Netro with Precinct Four Constable Mark Herman’s Office conducted a traffic stop on a vehicle in the 12300 block of the North Freeway. Upon making contact with the driver/defendant, Tyrone Recasner, Dep. Netro could smell a strong odor of alcohol emitting from Recasner’s breath. Further investigation by Dep. Netro revealed that Recasner was intoxicated. Recasner was arrested, charged with Driving While Intoxicated, and booked into the Harris County Jail.

Details: On January 28th, 2016, at approximately 9:07 pm Deputy S. Lopez with Precinct Four Constable Mark Herman’s Office conducted a traffic stop on a vehicle in the 12900 block of Elmington Dr. Upon making contact with the driver/defendant, Levi Smith, Dep. Lopez could smell a strong odor of alcohol emitting from Smith’s breath. Further investigation by Dep. Lopez revealed that Smith was intoxicated. Smith was arrested, charged with Driving While Intoxicated, and booked into the Harris County Jail.

Details: On January 28th, 2016 at approximately 12:40 am Deputy R. Wolsey with Precinct Four Constable Mark Herman’s Office conducted a traffic stop on a vehicle in the 7950 block of the N. Beltway 8 W. Upon Dep. Wolsey making contact with the driver/defendant, Renard Webb, Dep. Wolsey could smell a strong odor of marijuana emitting from the interior of the vehicle. Further investigation by Dep. Wolsey revealed that Webb was in possession of 0.78 ounces of Marijuana. Webb was arrested, charged with Possession of Marijuana, and booked into the Harris County Jail.

DEFENDANT:   Frost, James / Age 26 / Houston, Texas / County Court 009 / Bond $ 4000

Details: On January 29th, 2016, at approximately 7:12 pm Deputy A. Amaya with Precinct Four Constable Mark Herman’s Office conducted a traffic stop on a vehicle in the 12300 block of Three Lakes Blvd. Upon making contact with the driver/defendant, James Frost, was driving with an invalid license. Further investigation by Dep. Amaya revealed that Frost was in possession of 1.5 ounces of Marijuana. Frost was arrested, charged with Driving While License Invalid and Possession of Marijuana, and booked into the Harris County Jail.

DEFENDANT:   Halley, Christopher / Age 20 / Houston, Texas / 337th District Court / Bond $ 2000  

Details: On January 29th, 2016 at approximately 7:48 am Deputy J. McCants with Precinct Four Constable Mark Herman’s Office responded to the intersection of W. FM 1960 @ Jones Rd in reference to a minor accident.   Upon Deputy McCants arrival, Dep. McCants made contact with defendant Christopher Halley.  Further investigation by Dep. McCants revealed that Halley was in possession of 0.2 grams of Cocaine.  Halley was arrested, charged with Possession of a Controlled Substance, and booked into the Harris County Jail.

Details: On January 30th, 2016 at approximately 1:56 am Deputy A. Hernandez with Precinct Four Constable Mark Herman’s Office conducted a traffic stop on a vehicle in the 700 block of Plaza Verde Dr. Upon Dep. Hernandez making contact with the driver/defendant, Brandon Munoz, Dep. Hernandez could smell a strong odor of marijuana emitting from the interior of the vehicle. Further investigation by Dep. Hernandez revealed that Munoz was in possession of 0.5 grams of Cocaine. Munoz was arrested, charged with Possession of a Controlled Substance, and booked into the Harris County Jail.

Details: On January 30th, 2016, at approximately 12:02 am Deputy L. Paige with Precinct Four Constable Mark Herman’s Office conducted a traffic stop on a vehicle in the16500 block Tomball Parkway. Upon Deputy Paige making contact with the driver/defendant, Carlos Gutierrez, Deputy Paige observed the driver to be racing on a highway. Further investigation by Deputy Paige revealed that Gutierrez was racing against another vehicle. Gutierrez were arrested, charged with Racing on a Highway, and booked into the Harris County Jail.

Details: On January 31st, 2016, at approximately 1:26 am Deputy A. Hernandez with Precinct Four Constable Mark Herman’s Office conducted a traffic stop on a vehicle in the 600 block of the N. Beltway 8 E. Upon making contact with the driver/defendant, Jose Flores, Dep. Hernandez could smell a strong odor of alcohol emitting from Flores breath. Further investigation by Dep. Hernandez revealed that Flores was intoxicated. Flores was arrested, charged with Driving While Intoxicated, and booked into the Harris County Jail.

Details: On February 2nd, 2016, at approximately 12:23 am Deputy R. Wolsey with Precinct Four Constable Mark Herman’s Office conducted a traffic stop on a vehicle in the 16750 block of the North Freeway. Upon making contact with the driver/defendant, Abraham Cardenas, Dep. Wolsey could smell a strong odor of alcohol emitting from Cardenas breath. Further investigation by Dep. Wolsey revealed that Cardenas was intoxicated. Cardenas was arrested, charged with Driving While Intoxicated w/Previous Conviction, and booked into the Harris County Jail.

LOCATION:      19000 US 59.

DEFENDANT:   Cannon, Jerry / Age 49 / Humble, Texas / 337th District Court / $ 2000

Details: On February 2nd, 2015, at approximately 8:54 pm Deputy R. Wolsey with Precinct Four Constable Mark Herman’s Office attempted to conduct a traffic stop on a vehicle in the 19000 block of US 59. The defendant/driver, Jerry Cannon, failed to stop and fled from Deputy Wolsey. After a short pursuit, Deputy Wolsey was able to stop Cannon. Cannon was arrested, charged with Evading Arrest in a Motor Vehicle and booked into the Harris County Jail.

DEFENDANT:  Yates, Rachael / Age 29 / Houston, Texas / County Court 004 / Bond $ 500

Details: On February 2nd, 2015 at approximately 10:07 pm Deputy C. Rowe with Precinct Four Constable Mark Herman’s Office responded to the 14700-A block of Mittlestedt Champions Dr. in reference to a minor accident. Upon Deputy Rowe’s arrival, the complainant reported that the defendant had struck his vehicle and then fled the scene. Further investigation by Deputy Rowe led to the identification of the defendant, Rachael Yates, and the location to where Yates had fled. Yates was arrested, charged with Fail to Stop and Give Information, and booked into the Harris County Jail.
