Herman’s Heroes Bust Dumb and Dumber (You decide)

HARRIS COUNTY, TX- On Sunday, Deputies with Pct. 4 Constable Mark Herman’s Office conducted a traffic stop on a vehicle in the 20200 block of I-45 and discovered the vehicle had been reported stolen to the Houston Police Department.

Deputies detained the driver, 57-year-old Richard Paddock. The passenger was identified as 52-year-old Arthur Phillips, who had two open misdemeanor warrants out of Harris County and was free on a $20,000 bond for Robbery and a $20,000 bond for Unauthorized Use of a Motor Vehicle out of the 351st District Court.

“They were arrested and booked into the Harris County Jail. Richard Paddock was charged with Unauthorized Use of Motor Vehicle. His bond was set at $5,000.00 out of the 176th District Court. Arthur Phillips was charged with Criminal Trespass and the warrants. His bond was set at $100 out of County Court 10,” Constable Mark Herman said.
