HARRIS COUNTY, TX- On November 8, Investigators with Pct. 4 Constable Mark Herman’s Office conducted an undercover investigation at l & l Massage, in the 4900 block of FM 1960, following complaints alleging prostitution.
An investigator, posing as a customer, was solicited for sex and /or sex acts by a woman working at the spa. Deputies arrested Xiu Qing He for Prostitution. She was booked into the Harris County Jail, and later released on $250 bond out of County Court 2. The investigation also revealed she was not a licensed massage therapist.
A massage parlor can be used by criminals as a front not only for sex work, but for other illegal activities such as money laundering, and human trafficking. Workers employed in such establishments can be victims of human trafficking through coercion, fraud, false promises, threats of serious harm, psychological harm and debt manipulation.
