Montgomery County – Governor Greg Abbott has signed House Bill 2012 into law, giving Montgomery County the authority to better regulate roadside vendors operating in unincorporated areas, including Montgomery County.
The bill, authored by State Representative Cecil Bell and supported by
Commissioner Matt Gray’s Office, Montgomery County Precinct 4, was created to improve public safety and reduce traffic hazards caused by individuals selling food, merchandise, or soliciting money along county roads and medians. Effective September 1, 2025, HB 2012:
• Prohibits roadside vendors from selling food, merchandise, or live animals in public rights-of-way or parking lots in unincorporated areas of the county
• Restricts vendors from setting up tents, tables, and other structures along roadways
• Bans panhandling and the solicitation of money from medians and intersections
“Our deputies routinely respond to complaints about individuals panhandling at intersections, creating traffic hazards, or selling animals on the side of the road,” said Constable Kenneth “Rowdy” Hayden. “This new law is a big win for public safety. It allows us to hold individuals accountable and keep our roadways clear and safe for drivers.”
“This new authority gives law enforcement the tools we need to address a growing safety concern across East Montgomery County,” Constable Hayden added. “We’re proud to support Pct. 4 Commissioner Gray and our legislators in keeping our communities safe.”
