


“Bank Jugging” refers to a customer being targeted for theft or robbery as they leave a bank with cash. Jugging suspects follow customers from a bank, with the intent to steal the money that the customer has withdrawn. This predatory offense is a growing crime trend in Texas and an epidemic in the Houston area.
On January 23, 2018 at approximately 11:30am, two bank jugging suspects were targeting unsuspecting bank customers for theft near Spring, Texas. The two suspects, Hose Singleton and Charles Ray Price were watching bank customers to target for theft. The two men followed a woman from a bank to another location in south Montgomery County. The woman left her property in her vehicle and went into another business. Hose Singleton broke a window on her vehicle and stole her property while Charles Price acted as a lookout and getaway driver. Officers with the Houston Police Department’s Northeast Tactical Unit (along with Texas DPS CID) observed the theft in progress. Both men were quickly taken into custody and the stolen property was recovered.
At the time of the arrest, Hose Singleton was found to have an open felony theft warrant out of Comal County, in central Texas. Hose Singleton is currently on bond for numerous pending cases in Harris County, to include two separate “Engaging in Organized Criminal Activity” charges stemming from bank jugging arrests in 2016 and 2017. In 2016, Hose was arrested with three other suspects after following an innocent man from a NW Harris County bank and burglarizing his vehicle. In 2017, while on bond for that case, Hose was again arrested for following a man from a North Harris County Bank and stealing his money. Hose Singleton has an extensive criminal history dating back to 2000, when he was arrested for evading arrest from police, with his codefendant today – Charles Price. Hose has prior arrests for Possession of a Controlled Substance, Unauthorized Use of a Motor Vehicle, Evading Arrest, Aggravated Assault with a Deadly Weapon, Felony Theft, Burglary of a Motor Vehicle, Possession of Marijuana, Possession of a Criminal Instrument, Engaging in Organized Criminal Activity and Driving with a Suspended License.
At the time of the arrest, Charles Price was found to be out on a $500.00 bond for “Assault (Family Violence)” out of Harris County. Charles Price has prior arrests to include Delivery of a Controlled Substance, Possession of a Controlled Substance, Evading Arrest, Bail Jumping, Criminal Trespass, Assault and Felony Theft.
Today, working with the Montgomery County Sheriff’s Office and Montgomery County DA’s Office, the Houston Police Department and Texas DPS have charged both suspects with the third degree felony offense of “Engaging in Organized Criminal Activity” and “Burglary of a Motor Vehicle”. Both suspects bonds have been set at $500,000.00 in Montgomery County. Both suspects are documented gang members from the Northeast area of Houston. The two suspects are associated with a larger criminal organization that is responsible for dozens of similar offenses throughout Houston and the State of Texas.
