Montgomery County Pct 4 Constable Kenneth “Rowdy” Hayden reports the following events for the period between January 25, 2011 and February 1, 2011:

Montgomery County Constable Pct. 4 Deputies served 29 civil papers with throughout East Montgomery County. Numerous suspects were arrested, clearing 48 JP4 warrants and 5 Montgomery County warrants.

No Driver’s License, No Insurance, No Way!

9 vehicles were towed in Precinct 4 because drivers had no license and/or no insurance, 9 were towed because the drivers were arrested and 3 were towed for other reasons.

A trashy situation

bynum,christina Christina Marie Bynum, 34, of Conroe holds the top spot for most warrants last week. Bynum had 24 outstanding warrants from the court of Precinct 4 Justice of the Peace James Metts, but they had nothing to do with how Deputies D. Smith and D. Morrow caught her. Smith and Morrow responded to the report of a large illegal dumpsite under a bridge on Old Hwy 105. In the course of investigation, the deputies found mail belonging to Bynum in the illegally dumped garbage and went to her address on Brittany Way in Conroe to discuss the matter. Bynum stated she paid a man to dispose of her garbage, but did not know his name or address, nor where he planned to take her trash. When Deputy Smith ran a check on Bynum he discovered she had two dozen outstanding warrants and took her into  custody.

  • Melissa Jo Lacko, 30, of Conroe, is charged with Public Intoxication. She was arrested on January 26 at the court of Precinct 4 Justice of the Peace James Metts where she appeared obviously impaired and admitted ingesting 4 Hydrocodone earlier that morning. Lacko said she planned to drive herself home, but was arrested when she failed a standard field sobriety test.

  • James Nicholas Charping, 29, of Cleveland is charged with misdemeanor Possession of Marijuana. He was arrested on January 30 after Deputy J. Chapa found the contraband in Charping’s pocket.
  • Mitchell Oland Tyler, 27, of Porter is charged with state jail felony Possession of a Controlled Substance. On January 31 around 6:30 p.m., Deputies J. Ballinger and E. Rivera noticed a Chevy Tahoe parked in the middle of the road at the intersection of Lake Drive and Cypress in Porter. He and a female companion claimed they were simply parked in the roadway talking, but seemed extremely nervous. Tyler refused consent to search the vehicle, but since he and his passenger had suspended driver’s licenses, a wrecker was called to tow the vehicle and an inventory performed. Inside the vehicle, deputies discovered a plastic sandwich bag containing methamphetamine.

Nichole Marie Rodriguez, 28, of Humble is charged with Public Intoxication. Precinct 4 Deputy Josh Bergland found Rodriguez sitting in a parked vehicle at the IHOP restaurant located at FM 1314 and US 59 in Porter around 5 a.m. on January 23. Rodriguez smelled heavily of alcohol and was unable to tell the deputy her location or where her trip began.

  • Andrew Justice Mills, 18, of Conroe was arrested January 26, charged with Possession of Marijuana (Class B misdemeanor).
