Montgomery County Constable Pct. 4 Deputies served 117 civil papers with 25 evictions and 10 writs throughout East Montgomery County. Numerous suspects were arrested, clearing 31 JP4 warrants and 2 Montgomery County warrants, and 2 JP3 warrants, 2 motions to revoke probation and 1 blue warrant (parole violator).
No Driver’s License, No Insurance, No Way!
16 vehicles were towed in Precinct 4 because drivers had no license and/or no insurance, 17 were towed because the drivers were arrested, and 3 were towed for other reasons.

Butts Chewing
Aaron Kerry Butts, 23, of Humble is charged with third-degree felony Possession of a Controlled Substance; state jail felony Possession of a Controlled Substance; and Tamper / Fabricate Physical Evidence w/ Intent to Impair (third-degree felony).
Alicia Catherine Phillips, 23, of Porter is charged with state jail felony Possession of a Controlled Substance and misdemeanor Possession of Marijuana.
On May 11, just before 11 p.m., Cpl. A. Looza and Deputy J. Brown stopped a Honda Accord at the intersection of FM 1485 and Hwy 59 for a traffic violation and upon making contact with the occupants, Deputy Brown could see marijuana in Butts’ mouth and on his lap. Butts, the passenger, attempted to chew and swallow the marijuana, but Deputy Brown told him to spit it out and he complied. Deputy Brown then told Phillips, the driver, to go to the rear of the vehicle. A search of the vehicle revealed 5 pills identified by Poison Control as Hydromorphone in the vehicle’s passenger side door pocket, along with 6 pills identified as 40 mg. Oxymorphone. Two more Hydromorphone pills were discovered inside Phillips’ purse.
Sticker Trick Failure
Mitchell Raymond Westerman, 51, of Conroe is charged with Fictitious/Counterfeit Inspection Sticker.
On May 15, around 11:45 a.m., Deputy R. Ford stopped a Chevy pickup for defective equipment. Ford noticed the inspection sticker, which expired in September 2010, appeared to have been removed from the windshield. Further inspection revealed the sticker actually belonged to a Nissan passenger car. Deputy Ford barely touched the sticker and it fell off. Westerman, the owner, claimed the inspection sticker was on the vehicle when he purchased it – two years ago. He later retracted that statement and admitted someone attached it in January with his knowledge.
The Not So Great Escape
Dustinn Jon Morrow, 35, of Porter is charged with third-degree felony Possession of a Controlled Substance and Evading Arrest / Detention w/ Previous Conviction (state jail felony).
On May 17 around 1:30 a.m., Deputy R. Ford stopped a vehicle at the intersection of E. Martin and Loop 494. Deputies J. Bergland and J. Chapa also responded to the scene. After stepping out of the vehicle, Morrow was clutching something in his hand, but before deputies could find out what he had, Morrow attempted to flee on foot. Deputy Bergland caught him about 20 feet from where he began to run. Morrow then became physically aggressive, forcing deputies to use a Taser device. The bag Morrow initially clutched in his hand contained methamphetamine.
DWI
Adina Teodora Tomoiaga, 30, of Spring is charged with Driving While Intoxicated.
On May 13, around 1:30 a.m., Cpl. A. Looza and Deputy J. Brown stopped Tomoiaga at FM 1314 and Cumberland Crossing Blvd. after someone reported the car as moving erratically. Not only was Tomoiaga obviously impaired, she had a beer can in the front cup holders and refused to take the Standard Field Sobriety Test or allow a blood draw.
Suckers
Gary Vincent Nelson, 24, of Hobart, Indiana and 22-year-old Christopher Joseph Moss of Portage, Indiana are charged with misdemeanor Possession of Marijuana.
Deputy J. Bergland stopped Nelson for speeding in the 11900 block of Hwy 59 in Splendora around 5 p.m. on May 17. A search of the vehicle revealed a small amount of marijuana, along with 5 lollipops containing THC. Both men were arrested.
Marijuana, Public Intoxication, Etc.
Marvin Lee Prater, 26, of Cleveland is charged with misdemeanor Possession of Marijuana and three outstanding JP4 warrants. On May 15, around 6:30 p.m., Deputy E. Rivera stopped Prater for speeding at Collins and Daw Collins Rd. in Splendora and discovered marijuana in his vehicle’s center console.
Keith Gordon Gay, 22, of Porter is charged with Public Intoxication and state jail felony Possession of a Controlled Substance (methamphetamine). Deputy J. Brown and Cpl. A. Looza arrested Floyd around midnight on May 18 near the intersection of Owens and South Owens in Porter.
Kevin Tyler Waggoner, Jr. 26, of Porter is charged with misdemeanor Possession of Marijuana and two outstanding county warrants. Deputy J. Brown and Cpl. A. Looza arrested Waggoner just before midnight on May 18 near the intersection of Owens and S. Owens in Porter.
Donald Lee Dixon, 36, of Cleveland is charged with misdemeanor Possession of Marijuana. Deputy J. Chapa arrested Dixon in the 16000 block of Hwy 59 around 8:30 p.m. on May 18.
Dwayne Dall Floyd, 30, of Porter is charged with Public Intoxication. Deputy J. Brown and Cpl. A. Looza arrested Floyd around midnight on May 18 near the intersection of Owens and South Owens in Porter.
Randall Wayne Horn, 25, of Splendora is charged with Possession of Marijuana and four outstanding JP4 warrants.
Amanda K. Newman, 27, of Splendora is charged with misdemeanor Possession of Marijuana.
Michael Kelley Cooley, 33, of Porter is charged with misdemeanor Possession of Marijuana.
Andrew Devon Reich, 20, of New Caney is charged with misdemeanor Possession of Marijuana.
