On January 4, 2019, deputies with Constable Mark Herman’s Office responded to the 14400 block of Ella Boulevard,
the Morgan Bay Apartments in reference to a 4-year-old child found walking around the complex parking lot. After
searching for 10 to 15 minutes, Constable Deputies were able to locate the child’s mother, identified as Cecilia
Rodriguez.
The mother advised she left her two children alone for approximately an hour to run errands and asked her ex-boyfriend
to come over to watch them. She stated she was not aware that he did not go over.
Further investigation revealed that the interior of her apartment was disheveled and filthy with old food and garbage
were strewn throughout. The children were transported to Houston Northwest Hospital for evaluation and after being
released, Child Protective Services were contacted and took custody of them.
“Cecilia Rodriguez was arrested and booked into the Harris County Jail, charged with Child Abandonment with intent to
Return. Her bond and court information have not been set at this time.” -Constable Mark Herman
