LIBERTY COUNTY, TX- On Wednesday, September 27, around 7:30 p.m., Cleveland Police Patrol Division Officers Rodriguez and Crisanto responded to a call regarding an upstairs neighbor urinating in public at the Cleveland Square Apartments, located at 101 E. Waco St.
Upon Officers’ arrival, they spoke to several witnesses who said they were sitting outside their apartment when a man who lives above them began urinating over the balcony, splashing them with urine. The downstairs neighbors said they began screaming for the man to stop, and he yelled profanities back at them, and continued urinating. The man allegedly then pulled up his pants, turned, and went back inside his apartment.
Officer Rodriguez made contact with the suspect, who was still in his apartment. He walked out onto the balcony and told officers nothing had happened prior to their arrival. The suspect denied urinating over the balcony.
Officers attempted to detain the suspect, who then became uncooperative and physically combative with officers, resisting being handcuffed. After officers physically struggled with the suspect he was cuffed, and placed under arrest. The suspect initially refused to be placed inside the patrol car, but eventually cooperated and was transported to the Cleveland PD jail.
Multiple witnesses told Officers the suspect exposing himself and urinating outside has been an ongoing issue. The suspect has allegedly been warned several times in the past about similar behavior, according to apartment tenants. Officers photographed a large wet area on the sidewalk, where the alleged incident was said to have occurred.
The suspect, 68-year-old Gregory “Greg” McClain Jenkins was taken into custody and charged with Resist Arrest Search or Transport, a class A misdemeanor.
Officers transported Jenkins to the Liberty County Jail, where he remains held on $5,000 bond.
