Pct. 3 ICAC Says This Was The Family That “Preys” Together…

MONTGOMERY COUNTY, TX- Pct. 3 Constable Ryan Gable’s Office arrested a Woodlands couple Thursday on charges connected with improper / invasive video recordings of young girls, some of whom were victimized in South Montgomery County, in public places. The original focus of the investigation was 30-year-old Taylor Kyle Roy, the husband half of the couple, who was employed as a security guard at The Woodlands Mall.

A Precinct 3 Internet Crimes Against Children/ Human Trafficking Detective launched an investigation following an April 4 tip, received through the Cyber Tipline maintained by the National Center for Missing and Exploited Children (NCMEC). The tipster claimed there was pornography / child exploitation in Montgomery County online, and they uploaded a video to support the claim, but it turned out to be the “tip of the iceberg”. The video clip depicted a pair of girls, 10-13 years old, wearing skirts and standing in what appears to be a Bath & Body Works store, with a sign that specifies The Woodlands. The video shows both girls’ faces, and then under their skirts. Later in the video, three other girls are shown inside the same store, with one wearing a skirt. The video follows the girls around the store and focuses on their buttocks and then under their skirts.

The Complaint on file with the Montgomery County District Clerk’s Office, says in June of 2023, Taylor Roy “invaded the privacy of” video recorded, broadcast, or transmitted an image of “an intimate area” of a girl between 11 and 16 years old, without her consent, and where she had “a reasonable expectation that the intimate area was not subject to public view.”

The investigation revealed suspect, Taylor Roy was associated with multiple videos depicting young girls in public areas including The Woodlands Mall, Hurricane Harbor, Six Flags, and public parks within Montgomery County. Investigators say some of the videos focused on the “young girls’ genital areas” (clothed), while others showed young girls undressing inside the Forever 21 dressing room.

Detectives say Taylor Roy was identified by his face appearing in some of the videos, and that he was wearing his security guard uniform while shooting the videos. During execution of the search warrant at the home Roy shares with his wife and their two young children, Detectives say they found several of the videos in question. As they searched the home, Detectives interviewed Tasha Roy, the wife, and she allegedly admitted having contributed to the recording and creation of the videos.  She was arrested on the spot.

Detectives sent administrative subpoenas to Yahoo and Gmail for evidence related to the case, and emails believed to be used by one or both. Some of the emails had awkward names, considering the subject matter sought by the subpoenas. For example, one of the email addresses started with “alwayswatching”, while another began with “headlesshorseman”. However, the most notable of those listed in the Complaint as having been subpoenaed began with “candidcouple”, which stands out because some of the videos Precinct 3 Detectives collected as evidence reportedly have the words “Candid Couple” flash briefly on the screen near the beginning of the video. Presumably, it’s a twist on the old “Candid Camera” hit television show that was based on footage of unsuspecting people caught by hidden cameras as they reacted to pranks. Of course, Candid Camera was fairly G-rated, without any sexual exploitation of children, and in the end, the people targeted were told they’d been recorded.

The first Candid Couple video found, according to the Complaint, appears to have been filmed at Splash Town, where footage was captured of young girls in swimwear, obliviously enjoying the waterpark as the videographer zooms in on their buttocks. Faces are also visible at times.

The second Candid Couple video mentioned in the Complaint is said to obviously be at a mall. It zooms in on a bag that says “Dicks”. The rest of the video zooms in on the buttocks of young girls, sometimes when they’re bending over. At the end of the video, the Complaint says it’s advertising for a “Candid Couple” Instagram page.

As disturbing as those videos sound, the evidence gets much worse. The next video detailed in the Complaint was around seven minutes long, and allegedly shot when a young girl was trying on swimwear in what she mistakenly thought was the privacy of a store dressing room. Detectives believe the person shooting the video was in the dressing room beside hers, with the camera hidden in a bag or purse. The young victim strips to her panties with breasts exposed and everything captured on video, according to the Complaint.

The next video mentioned in the Complaint not only shows a mall food court in the background, the videographer uses a mirrored ceiling to get his shots. In the process, he captures his own reflection which allegedly shows Taylor Roy’s reddish beard and security guard badge.

 

Taylor Kyle Roy, 30, of The Woodlands is charged with state jail felony Invasive Visual Recording.

 

Tasha Nicole Roy, 30 of The Woodlands is also charged with state jail felony Invasive Visual Recording.

Both their bonds were set at $30,000 and both have since been released.
