Montgomery County Pct 4 Constable Kenneth “Rowdy” Hayden reports the following events for the dates of February 3 – February 9, 2010:

Montgomery County Constable Pct. 4 Deputies served 26 civil papers throughout East Montgomery County. There were 9 evections served along with 5 writs. Montgomery County Pct. 4 Constable’s office made numerous arrests, and from them cleared 10 JP 4 warrants. The Deputies also arrested 2 persons for outstanding Montgomery County misdemeanor warrants. One person was arrested for an active felony warrant.
No Driver’s License, No Insurance, No Way!
Pct. 4 towed 29 vehicles for no DL and no insurance and issued 40 citations to the drivers for traffic violations. Three other vehicles were towed after the driver’s were arrested during a traffic stop.
Public Intoxication
On February 4 at 8 p.m. Corporal Looza and his partner Reserve Deputy Cannon were dispatched to a disturbance call at a bar in Porter where they met with a white male who was identified as 51-year-old Ray Carillo from Humble. Carillo was very intoxicated and causing problems inside the bar and was kicked out, and the police were called. Carillo was arrested for public intoxication. On his way to jail he tried to kick out the windows in the patrol car.
Neighborhood Narcotics Patrol
On February 3, at 11:45 p.m. Deputy Bergland conducted a traffic stop on a vehicle that appeared to be an intoxicated driver, as the vehicle drove off of the roadway several times. The green car was stopped on Hwy 59 in the New Caney area. Two passengers of the car were identified as 34-year-old Candias Morris from Huffman and 21-year-old Whitney Burns from Spring. During a narcotics investigation, both were found to be in possession of illegal narcotics. The vehicle was seized and both females were arrested for possession of narcotics. They were taken to the Montgomery County Jail.
On February 5 at 10 p.m. Corporal Looza and MAP Deputy Rivera along with several other Pct. 4 Constable Deputies conducted a narcotics investigation in the Kingwood area near Hwy 59. A white female identified as 38-year-old Jennifer Ouellette from Humble and a white male identified as 31-year-old Issac Ackley from New Caney was arrested for Possession of a controlled substance (delivery charge). They were found to be in possession of cocaine, pills and methamphetamine. They were arrested and transported to the Montgomery County Jail. Their bonds totaled $285,000.
On February 5 at 2 a.m. Deputy Bergland conducted a traffic stop on a white car in the FM 1485 / Grangerland area for a traffic violation. The driver was identified as 37-year-old Debbie Lang from Conroe. Further investigation led to Lang’s arrest after she was found to be in possession of marijuana. She was transported to the Montgomery County Jail.
On February 7 at midnight Constable Hayden conducted a traffic stop on a white car in the Old Houston Rd. and FM 3083 area for a traffic violation. The driver was identified as 19-year-old Oscar Avila from Conroe. Further investigation led to Oscar’s arrest for possession of marijuana. Oscar was transported to the East Montgomery County Jail.
On February 7 at 3:22 am Deputy Bergland conducted a traffic stop on a vehicle in the Grangerland FM 1485 area. The driver was identified as 30 year old Justin Miller from Cleveland. Further investigation led to Justin’s arrest after he was found to be in possession of 7 grams of methamphetamine. He was transported to the East Montgomery County Jail. His bond was set at $100,000.
