PRECINCT 4 WEEKLY REPORT SEPTEMBER 7, 2010

Montgomery County Pct 4 Constable Kenneth “Rowdy” Hayden reports the following events for the dates of August 31 – September 7, 2010:

Montgomery County Constable Pct. 4 Deputies served 18 civil papers, 8 evictions and 5 writs throughout East Montgomery County.

The following arrests include not only those made during usual activities, but also those made during the “No Refusal” Labor Day weekend when the Pct. 4 Constable’s Office teamed up with the Montgomery County District Attorney’s Office, the Texas Department of Public Safety and the Houston Police Department, who provide their infamous “BATmobile.”

Members of the Pct. 4 Constable’s Office arrested 53 people between the evening of August 31 and September 7.

Sept. 1

6 p.m.

Deputy J. Chapa conducted a routine traffic stop on a Ford F-250 pickup near the intersection of Loop 494 and FM 1485 in New Caney, where the driver and passenger behaved suspiciously. Deputy Chapa obtained consent to search the vehicle and his K-9 partner, Porter, gave a positive odor response inside the vehicle, resulting in the discovery of 2.5 grams methamphetamine stashed inside an air condition vent on the passenger side. The driver, Chase Allen Roberts, 19, of Conroe is charged with third-degree felony possession of a controlled substance and had four additional active JP 4 warrants. Passenger Shane Wilson Millican, 29, of Conroe is charged with third-degree felony possession of a controlled substance and tampering with physical evidence.

9:40 p.m.

Sgt. R. Warwick, Lt. M. Seals, Cpl. A. Looza and Deputy A. Boudreaux responded to the 11700 block of Sweet Clover Ln. in Splendora where they arrested 52-year-old Vernard Andrew Latham of Louisiana who was wanted for the felony crime of cyber stalking.

10:30 p.m.

Lt. Seals, Cpl. Looza, Sgt. Warwick and Deputy Boudreaux executed arrest warrants for a mother and daughter at a home on Redbud Lane in New Caney, where they unexpectedly found a third female with a felony warrant for her arrest. The mother, Tammie Applegate tried to escape through her bedroom window but was captured. Her daughter, Ashely Applegate was arrested without incident, as was Cecelia Glenn. Tammie Renee Appelegate, 41, of New Caney had two outstanding warrants. One was a blue warrant, meaning her parole is revoked and she is held without bond. Ashley Nicole Applegate, 23, of New Caney, and Cecelia Marie Glenn, 26, of Houston were arrested on outstanding warrants.

11 p.m.

Deputy J. Chapa and Deputy C. Turrentine were flagged down at a gas station in the 20100 block of US 59 regarding an intoxicated male try to drive away in a Ford Mustang. The deputies made contact with the driver, who appeared to be highly intoxicated and admitted he had taken prescription pills and should not be driving. Chief Deputy Welch conducted a standard field sobriety test on Langston, which he failed. While talking with passenger Martala Garcia to determine whether she was able to drive, deputies obtained consent to search her purse and found a narcotic (Hydrocodone) inside for which she had no prescription. Danny Ray Langston, 27, of New Caney is charged with public intoxication and Mirtala Garcia, 19, of Porter, is charged with possession of a controlled substance. She had a prior drug-related criminal record.

11:15 p.m.

Deputy C. Turrentine responded to residence in the 10800 block of Fostoria Road where a fugitive wanted to surrender to law enforcement. The warrant was confirmed and the arrest was made without incident. Troy Don Tindall, 18, of Splendora was arrested on an abscond warrant that was filed when he was a juvenile, stemming from an “unauthorized absence from a juvenile facility.”

Sept. 2

4:15 a.m.

Deputy J. Bergland stopped a vehicle for an obscured license plate and wound up arresting 23-year-old Amber Nicole Callaway of Conroe on an outstanding county warrant.

Freddy Glen Butler,53, of Porter surrendered to Deputy Dewayne Morrow for a total of eight outstanding warrants.

7:30 p.m.

Cpl. A. Looza and Deputy J. Cannon were at the corner of FM 1485 and US 59 when they stopped 31-year-old Todd Robinson of New Caney for driving erratically and arrested him on an outstanding county warrant.

10:15 p.m.

Deputy A. Boudreaux conducted a routine traffic stop and arrested driver, 24-year-old Derek Wynne Skiles of Crosby, for an outstanding JP 4 warrant.

11:50 p.m.

Cpl. A. Looza and Deputy J. Cannon arrested 30-year-old Jason Wayne Farrington of Porter, who had four outstanding Pct. 4 warrants.

Sept. 3

12:45 a.m.

Deputy E. Rivera stopped a Dodge Dakota pickup on FM 1485 at US 59, where he arrested the driver, 26-year-old Justin Kyle Hood on two outstanding JP 4 warrants.

11 p.m.

Deputy A. Boudreaux was patrolling Loop 494 and FM 1314 when he stopped a pickup for a minor traffic violation. The driver’s suspicious behavior caused Deputy Boudreaux to investigate further and discover the driver to be in possession of two illegal substances. Arthur Cabral, 45, of Houston is charged with third-degree felony possession of cocaine and misdemeanor possession of marijuana.

Sept. 4

12:30 a.m.

Deputy J. Bergland conducted a routine traffic stop, but suspicious behavior by the vehicle’s occupants led the deputy to request consent to search the vehicle where he discovered marijuana. Driver Jesse Aaron Weaver, 20, of Spring admitted ownership of the contraband and was arrested. Weaver is charged with possession of marijuana.

2 a.m.

Deputy A. Boudreaux stopped a vehicle on Ferris Green Rd. because of a possible intoxicated driver and saw suspicious movements by the passenger. When asked if there were anything illegal in the vehicle, the driver freely admitted there was marijuana belonging to him. The marijuana was confiscated and the driver was taken into custody. Austin Lee Freeze, 19, of Porter is charged with possession of marijuana.

2 a.m.

Deputy E. Rivera arrested Richard Dale Meadows, Jr., 30, of Kingwood, near the intersection of E. Oakley Dr. at West Rd. Meadows is charged with public intoxication.

3:20 a.m.

Deputy A. Boudreaux initiated a routine traffic stop near the intersection of Ferris Green and Loop 494. The driver denied drinking alcohol, but had a bottle in plain view and exhibited multiple signs of intoxication. Deputy Boudreaux transported Brian Josue “Pee Pee” Pacillas, 18, of Porter, to the Houston Police Department BAT mobile, located at the Porter Fire station where a breath analysis confirmed his intoxication. Pacillas is charged with driving while intoxicated.

3:25 a.m.

Deputy K. Sapp and Cpl. A. Looza investigated a welfare concern at the WalMart in Porter where a woman was passed out in a vehicle. Cpl. Looza was eventually able to wake the woman who was extremely disoriented and confused. It was determined the woman was under the influence of medication, she was arrested. Michelle Kaye Batts, 40, of Splendora is charged with public intoxication.

4:30 a.m.

Deputy J. Bergland stopped a car near the intersection of Loop 494 and Ferris Green following a traffic violation and the driver exhibited multiple indications of intoxication. Jody Lynn Laws, 26, of Porter was transported to the HPD BATmobile at the Porter Fire Station where she was arrested for driving while intoxicated.

9:30 p.m.

Lt. M. Seals met with DPS Sgt. D. Leitner ath the Pct. 4 Constable’s Office regarding a suspect with multiple JP 4 warrants. Lt. Seals arrested Robert Anthony Segura, Jr., 23, of Houston after confirming he had six outstanding warrants.

11:30 p.m.

Deputy J. Bergland was conducting a routine traffic stop when he arrested the passenger, Jeffrey Howard Nance, 25, of Porter, who had eight outstanding JP 4 warrants.

Sept. 5

12:04 a.m.

Deputy A. Boudreaux initiated a routine traffic stop and arrested the passenger, William Ed Hart, 38, of New Caney, who had one outstanding county warrant and four outstanding JP 4 warrants.

1:15 a.m.

Chief Deputy B. Welch stopped a pickup after seeing the vehicle make a u-turn on Loop 494 in Porter. Chief Welch activated emergency equipment, but the driver did not stop immediately, instead driving to the Porter Fire Station. As luck would have it, the HPD BATmobile was in the fire station parking lot for the holiday weekend’s DWI enforcement effort, headed up by Montgomery County District Attorney Brett Ligon. Pete Orona Hernandez, Jr., 54, of Porter is charged with driving while intoxicated.

2:30 a.m.

Deputy J. Bergland was in the area of Hwy 59 and Kingwood Dr. when he recognized, stopped, and arrested Blake Anthony Jackson, 19, of New Caney, who had an active felony warrant through Liberty County.
