CONROE OFFICER RESCUES MAN FROM BURNING CAR
CONROE – On Saturday, October 24, 2009, approximately 11:45 pm, Conroe Police Patrol Officer Allan Bell was on patrol in the 5200 block of West Davis Street (Hwy 105 West). Officer Bell observed a vehicle traveling in the same direction but ahead of Bell’s patrol car. The vehicle was described as a red Pontiac 4-door. Bell observed the vehicle drift to the right from the right lane to the shoulder and then leave the roadway. The vehicle struck a concrete culvert, flipped in the air, and landed in the ditch. Bell observed the vehicle to be on fire when it came to rest. Officer Bell stopped his vehicle and ran to the vehicle to check the condition of the driver and possible occupants. The driver and sole occupant was identified as Aaron Puffer, 12-10-70. Without regard for their safety, Officer Bell and concerned citizens who stopped to help were able to remove Puffer from the burning vehicle. At the time of this release, the concerned citizens have not been identified. Officer Bell called for assistance from EMS and the Conroe Fire Department. Additional officers arrived on the scene and were able to temporarily extinguish the flames until fire personnel arrived on the scene. The crash was captured by Officer Bell’s on-board camera and is attached with this release. The City of Conroe and the Conroe Police Department recognize the concern for others and the valor exhibited by Officer Bell and the citizens who stopped to help during an incident that could have resulted in tragic consequences.

BUILDING FIRE IN PORTER
Just before 2 a.m. Porter Fire Department was dispatched to a house fire on Albert Drive in Porter. Reports also came in as possible victims trapped and MCHD also responded. The first fire units on the scene found the offices of C.R. Machine heavily involved in the fire including a work truck that was on fire.
New Caney and Splendora also responded to the scene and assisted in bringing the fire under control. Nobody was found inside and the owner arrived a short time later.. The cause of the fire will be determined by the Montgomery County Fire Marshal.

SECURITY GUARD CARJACKED VEHICLE USED TO CRASH GUN SHOP
Around 12:30a.m. Wednesday morning a security guard was making his rounds at a shopping center in the 200 block of Sawdust Road in the Woodlands. As he went to the rear of the old Kroger store he witnessed a black male who had come out of the woods lying on the ground. Unknown to the guard if the man had been shot or injured, using hos cell phone he called Montgomery County 911. With 911 on the phone he approached the man on the ground who told him he needed his inhaler. As he described to the operator what was being said another black male came out of the trees pointing a .223 assault weapon at the guard. He was joined shortly by the man lying on the ground who was also armed with an assault weapon. As they escorted the guard around the building beating him about the head with their fists, they got into his Ford pickup truck which was clearly marked with the security companies emblems and signs. As the guard took off running the black males drove a very short distance in the parking lot and crashed the pickup through the front glass of Woodlands Tactical Police and Shooters Supply. Once in the building they stole several weapons and merchandise. The owner of the business is still attempting to determine what all was taken. Montgomery County Sheriff’s Deputies were on the scene within minutes but were unable to locate the black males, one of which had a jacket ad gloves. The other had a partial bandana covering his face.

HALLOWEEN NO REFUSAL WEEKEND
A multi-county, multi-agency initiative is taking aim drunk drivers with a “DWI no refusal” weekend, placing a special focus on an area that has a substantially increased amount of traffic this time of year. This initiative has a groundbreaking new component that is likely the “no refusal” wave of the future – the “law enforcement phlebotomist.”
For many, attending the Texas Renaissance Festival has become an annual tradition. Unfortunately, for some, drinking and driving is also part of that tradition. With Halloween coming up next week, there will also be more party goers on the roadways who may be intoxicated.
A task force is in place, comprised of the Montgomery County Sheriff’s Office, the Texas Department of Public Safety, the Harris County Sheriff’s Office, the Magnolia Police Department and the Tomball Police Department, with assistance from the Montgomery County District Attorney’s Office and the Harris County District Attorney’s Office.
Representatives from those agencies held a press conference Thursday to encourage people to make better choices, warning those who drink and drive this weekend stand a very high chance of going to jail.
Patrol officers will saturate the areas that typically see an increase in traffic from the 30,000 people who attend the festival on a given weekend. As always, they say they will be watching for violations and conducting traffic stops. During those stops, they will look for signs of intoxication. If it is suspected, the driver will be asked to perform the standard field sobriety test. Those who fail the test will be taken into custody.
The Montgomery County Sheriff’s Office is providing their BATMobile, so blood can be drawn on location and closer to the time of the traffic stop.
Montgomery County Assistant District Attorney Warren Diepraam, who is well known for his successful prosecution of drunk drivers, said if anyone refuses a blood draw, a judge will be on standby. Information will go to the judge using a tablet, and the judge can choose to sign an e-warrant that will allow a legal blood draw without the driver’s consent.
Diepraam volunteered to provide a blood sample in order to demonstrate the ease of the process, and Harris County prosecutor Allison Baimbridge followed suit.
The draws were done by Tomball Police Sergeant Craig Swinghammer who is also a paramedic. The sergeant drawing blood is part of a growing trend whereby officers are receiving phlebotomy training so they can perform blood draws on drunk driving suspects without the time involved in going to a hospital.
Diepraam said the practice is beneficial not only in the time it shaves from patrol officers being off the street, but is also helpful to prosecutors.
“It’s important as prosecutors to get blood closer to the time of driving,” Diepraam said. “It’s so much more relevant and admissible and has more meaning with a jury when they hear the blood was taken literally five minutes after the traffic stop.”
Cases involving law enforcement phlebotomy have addressed in Texas and support the proposition, he said. Magnolia and Tomball Police Departments are in the process of having more officers trained as law enforcement phlebotomists. TxDOT is assisting with grants to fund these programs. The Harris County Sheriff’s Office is working on implementing the same process, having officers and internal personnel trained for blood draws.
They take two vials, Diepraam said, so they can test for alcohol and for drugs, as well as a keeping a sample in case a defense attorney wants to have independent testing performed.
The MCSO is also providing a jail van that will transport drunk drivers to the jail so officers can quickly return to patrolling.
Terry Albert, General Manager of the Texas Renaissance Festival said they are offering three alternatives to drinking and driver. They have expanded their campground by over 200 acres, at a cost of $20 per car for the entire weekend; They offer shuttle service to partner hotels in the area; and they have partnered with Tomball Taxi Service, posting their number by all exit gates.
Albert says over 600,000 people attend the festival each year and they want to see all of them return home safely.
Diepraam had an ominous warning for weekend revelers.
“Plan ahead- because if you don’t, these guys are going to get you, and it’s off to the gallows for you,” he said.

HOUSTON OVERNIGHT FLOODING
After a long night things are getting back to normal in Houston. Overnight just over 8 inches fell in the downtown area with 4 inches in most of the out lying area except for some spots. Houston Fire Department ran non stop all night. You have to take your hats off to all the crews but mostly the crews of Rescue 11 who performed uncountable rescues overnight. Over 28 weather related rescues were performed. One being a man who was swept into Buffalo Bayou and was able to get to a tree near the downtown Aquarium before being rescued.Crews also searched a car found in Greens Bayou off Greens Parkway but there were no occupants. The doors were open and windshield wipers going as water climber over the windshield.
Transfield, a contractor for TXDOT which is Australian based had a great idea when they closed US 59 southbound at Cavalcade just before 10pm. Instead of diverting traffic onto 610 they closed it one exit past. The vehicles exiting the freeway were forced through high water on Collingsworth and US 59 feeder where at least 10 cars stalled out. Yet Hardy into downtown was completely clear with no standing water.
I-10 under Houston Avenue was reduced to the shoulder after it turned into a river spilling over the top of the concrete wall.
All the feeders on I-45 from West Road to 610 were under water with many water rescues performed by HFD Station 67 in Acres Homes.
I-45 at North Main was closed with high water.
Houston Fire Department ambulances had to divert from St. Lukes in the Medical Center after the ambulance dock went underwater.
Manhole covers in downtown Houston looked like geysers with water shooting out of them.
Lower level businesses along Buffalo Bayou were evacuated as water spilled over patio walls and filled building with water. Many lost musical equipment in the haste to get out. Buffalo Bayou spilled over Milam Street in the downtown area.
Memorial and Allen Parkway were both closed due to high water.
Braeswood Drive was under water in southwest Houston.
A tanker is currently grounded about 200 yards off Galveston Beach as winds pushed it onto a sand bar.
Houston Police were kept busy with a few wrecks, many rescues and very few robberies. Seems the robbers didn’t want to get wet last night.
A Sun Coast tanker traveling west on North Loop 610 at I-45 to fast for conditions jack-knifed closing the southbound exit from 610 to 45 and closing the westbound lanes of 610 North Loop.
One suggestion is get a TXTAG or Harris County Toll Road tag as with all the freeways flooding Hardy remained clear all the way into downtown.

HARRIS COUNTY SHERIFF’S OFFICE ONE HOUR PURSUIT OF MAGNOLIA MAN
Monday night a Harris County Deputy spotted a male to be what appeared to be assaulting a female at the intersection of Fallbrook at Beltway 8. As the deputy approached the male jumped in his Chevrolet Equnox and fled. Harris County Sheriff’s Units, Precinct 4 Constables, DPS and Houston Police chased the vehicle almost 80 miles as the driver went back to 249, north to Huffsmith Kohrville, to Spring Cypress, to SH 249, to FM 1960 then back to Spring Cypress. The driver then got into the U-turn road and went back to Beltway 8 then west to US 290. He entered 290 and traveled to Interstate 10 and east to Interstate 45. He then went up to Parker and through the neighborhood. He then traveled back to 45 and south to I-610. East on 610 to I-69 and north to Beltway 8 then east to I-45. The driver then sped north on I-45 to the Spring Stuebner/Sh 99 exit. Exiting he missed the split for 99 and got onto Spring Stuebner u-turn. He then sped south on I-45 to Holzwarth when he hit the wall blowing two tires. As the vehicle came to a stop the driver was taken into custody. During he chase speeds averaged close to 80 excapt after several spike attempts he increased speeds to close to 100. The vehicle is registered out of Magnolia but the driver has not yet been positively identified.

BACK THE BLUE MEAL
Monday night close to 200 law enforcement officers in Montgomery County and their families were treated to a dinner at The First Baptist Church in Conroe. Deemed the Back the Blue Law Enforcement Dinner it was a great success. Several restaurants donated food and time to say thank you to the officers for what they do and to show them they are appreciated. Country artist Tony Ramey performed for the officers. Ramey grew up in West Virginia and tours the United States, including Texas, where he has been named 2016’s Independent Artist of the Year by the Texas Country Music Association.

18 wheeler crash
Just after 9 pm Wednesday two 18-wheelers heading north on IH-45 just north of Research crashed into each other. The driver of one truck which was pulling 2 trailers was injured and transported to the hospital. That truck and one of its trailers rolled over spilling a large amount of motor oil on the roadway. With the heavy rains, the oil soon covered the entire northbound lanes. The other r18-wheeler which was not pulling a trailer was heavily damaged also. The freeway will be closed until well after midnight as HAZMAT International cleans the roadway. DPS at this time is still unclear exactly what happened until they can talk with the injured driver.

SH 242 AUTO PED FATAL CRASH
Just after 6 am Montgomery County 911 received a call of a pedestrian being struck by an 18-wheeler on SH 242 near Old Houston. Caney Creek Fire arrived on scene at SH 242 and Fawn Ridge and found a male in his 50’s deceased in the roadway. DPS investigated the crash and determined JB Hunt Dedicated Services 18 wheeler tractor was eastbound on SH 242 when the driver struck the male who was in the middle of the roadway. Another motorist had almost struck him also and had turned around to go back to where they saw the victim. By the time that driver returned the victim had already been struck. Another driver reported seeing the victim walking down 242 near FM 1314 almost an hour earlier. DPS is also checking local hospitals as it appeared to be a hospital band he was wearing. SH 242 reopened at 8:30 am. They are attempting to make a positive identification on the victim who appears to be from North Texas. Montgomery County Justice of the Peace Jason Dunn responded to the scene to perform an inquest and ordered Eickenhorst Funeral Directors to transport the victim to the Montgomery County Forensic Center for autopsy.

LISA LANE SWAT-LAW ENFORCEMENT TAKE WANTED FUGITIVE INTO CUSTODY AFTER SEVERAL HOUR STANDOFF
Deputies had been searching for a tow truck repo driver that was involved in the aggravated kidnapping of his girlfriend Saturday, October 15, 2022. Harris County Precinct 4 deputies responded to a call of an aggravated kidnapping at the 19000 block of Horden Creek Drive. Officials say the victim’s 30-year-old boyfriend, Tyler Clark, forcibly took her to a wooded location and assaulted her causing serious bodily injury. The caller told police that the victim was transported to a local hospital for injuries. Clark is wanted by law enforcement for aggravated kidnapping. He received no bond out of the 337th District Court. Officials ask that if anyone has information on Clark’s whereabouts, to contact local law enforcement. Tyler Douglas Clark has been charged with aggravated kidnapping. The assault happened in a wooded area off a feeder road near Grand Oaks High School. According to charging documents, the couple got into an argument at a business in Tomball after he told the woman to drink alcohol and that she “look like a whore” for wearing a crop top at an event. The woman said she left in her own vehicle to a family member’s home to talk about breaking up with Clark. She told investigators that Clark kept calling her phone and threatened that if she did not pick up within the next two minutes, he would “burn everything.” Charging documents state that Clark drove to the family member’s home in his tow truck, with the business name of “Texas Regulators” on the door, and attempted to tow her vehicle. The woman was reportedly sitting in the driver’s seat when her vehicle was being towed by Clark. Investigators were told Clark pulled the woman out of her vehicle and threw her inside his tow truck. He hopped into the driver’s side and drove off as she yelled for him to let her go. Investigators said Clark told her that he wanted “an old lady” to obey him and that was going to be the last time she was going to disrespect him. When the woman asked Clark he meant by that statement, he said, “I’m going to kill you b****.” When the woman tried to call for help, he grabbed her cell phone and started punching her in the face and body and pulled her hair. According to charging documents, Clark then grabbed a lock-out knife, which is a wrecker tool, and started to cut the victim’s hair. He told her that if she didn’t stop screaming that he was going to cut her throat and then reached behind the driver’s seat to pull out an “L bar.” He reportedly struck her with the metal tool in the head, arms, hands, and legs several times as she started to go in and out of consciousness. She told investigators that he grabbed her, placed her on his lap, and started to bite her multiple times across her back and legs. Documents state, when Clark stopped at a red light, the woman struck him in the face with her knee, jumped out of the truck, and ran to an area of tall grass. She hid by laying down until she saw another truck driving towards her. She was able to flag the driver down for help. The victim was then transported to St. Luke’s Hospital in the Woodlands. The victim was able to show investigators a video of Clark dropping off her vehicle at their shared residence, to which she was told by family the brake lines were cut, according to documents. Investigators said they obtained text messages that Clark sent to the woman, stating that he was sorry and “I guess I blacked out!!!”
Monday afternoon U.S. Marshals and Montgomery County Precinct 4 Deputies located Clark at a home in the 2600 block of Lisa Lane in the River Ridge Subdivision off Sorters Road between North Park and Kingwood Drive. A perimeter was set up at about 1:30 pm. They were informed that he had been seen entering the home with a pistol in his waistband. As early as the day after the assault dispatchers warned units that Clark had threatened to shoot it out with officers. Close to 3 pm Montgomery County SWAT units began to arrive at the scene. Then at 5 pm, he surrendered.
