Cobas with Precinct Four Constable Mark Herman’s Office conducted a traffic stop on a vehicle in the 100 block of Northpoint Dr. Upon making contact with the driver/defendant, Luis Palacios, Dep. Cobas could smell a strong odor of alcohol emitting from Palacios breath. Further investigation by Dep. Cobas revealed that Palacios was intoxicated.
