In July 2013, detectives with the Montgomery County Sheriff’s Office initiated an investigation into the report of several child indecency allegations committed by an adult male against multiple young female victims ranging in age from 9 to 19 years of age. The offenses are believed to have occurred over a period of at least 13 years. The crimes happened at the suspect’s home when he lived in the eastern part of Montgomery County.
On September 17, 2013, investigators arrested Joseph Ray Guinn, 39, of 958 Oak Terrace in Willis for one count of indecency with a child but believe that Guinn may have had inappropriate contact with other victims. Additional charges are pending. He is currently in the Montgomery County Jail with a $100,000 bond.
